The duty station is preferably Belgrade/Serbia, but also possible in one of our other 7 country offices in the region (Albania, Bosnia and Herzegovina, Georgia, Kosovo, North Macedonia, Moldova, Ukraine).


Finance Officer / Accountant

YOUR MAIN TASKS

You would be working as part of Eastern Europe regional management which oversees and supports the work of project teams in 8 countries throughout Eastern Europe. As part of the finance team, your responsibilities would focus on four key areas: a) systematic and accurate recording of financial transactions and maintaining effective control of accounts, b) financial reporting and support to annual audit processes, c) technical support and capacity building for financial staff in different countries, d) processing of invoices and payments in accordance with internal controls and procedures. In doing so, you would also contribute to further enhancing and optimizing Helvetas’ financial systems and processes with own ideas through regional knowledge management and learning processes.  

Specific tasks include the following (amongst other):
•    Preparation of monthly, quarterly, half-yearly and annual internal financial reports (e.g. margin calculations, rebookig)
•    Perform month-end accounting activities such as reconciliations, journal entries, consolidation of financial statements and financial reporting;
•    Controlling of payment requests/invoices including supporting documentation from partners
•    Ensure completeness and adequate archiving of entire partner’s and donor’s financial documentation
•    Issuing e-bills to donors and partners
•    Assist with the internal and external audits by providing the necessary information and preparing all the required documents;
•    Maintaining accurate and up to date records of all financial transactions in accordance to the legislation and internal procedures;
•    Review of potential partner’s budgets and analysis of expenses
•    Preparation and administration of draft partner contracts 
•    Review of partner’s financial reports 
•    Technical assistance in time registration
•    Contribute to regional workshops on topics of relevance
•    Maintaining accurate and up to date records of all relevant information about donor’s contracts in accounting software (e.g. Basic Claims, Donor Budget, Installment plans)
•    Other financial/accounting duties assigned by management


YOUR QUALIFICATIONS

•    Preferably University degree in Accounting, Finances, Economics or any field relevant to the scope of work
•    Minimum 3 years of work experience in accounting and finance management of projects
•    Advanced level of English language, written and spoken
•    Good knowledge of MS Office (Excel, Word, Power Point), accounting software
•    Previous experience of working in national or international non-governmental organization and/or national or international donor entity will be considered as an advantage (especially USAID, EU and/or GIZ/BMZ)
•    Highly developed problem solving and analytical skills
•    Number-oriented thinking, attention to detail and accuracy
•    Solution-oriented approach, independency and responsibility in work
•    Excellent written and verbal communication skills (with sensitivity to cultural differences)
•    Adaptability to different systems, processes and procedures
•    Ability to work in hybrid work settings and communicate with people across several countries
